This standard is formulated for the purpose of implementing Environmental Protection Law of the People's Republic of China and Environmental Impact Assessment Law of the People's Republic of China, standardizing and guiding the environmental impact assessment for coal industry mining area plan, and promoting the sustainable development of coal industry. This standard provides the general principle, contents, methods and specifications for the environmental impact assessment of coal industry mining area plan. This standard shall apply to the environmental impact assessment of coal industry mining area plans developed by relevant departments under the State Council, people’s governments at or above city (with subordinate county-level districts) level and their relevant departments. The environmental impact assessment of coal industry mining area plans on the coal-power integration and coal-power-chemical industry integration may refer to this standard. This standard is the first version.
