The current standard is developed for the purpose of implementing laws and regulations such as Environmental Protection Law of the People’s Republic of China, Law of the People’s Republic of China on Environmental Impact Assessment and Regulations on Environmental Protection of Construction Projects, protecting the environment and guiding environmental impact assessment of construction projects. The current standard specifies the general principle, contents, work procedures, methods and requirements for environmental impact assessment of construction projects. The current standard is applicable to any construction project within the territory of the People’s Republic of China and other marine areas subject to jurisdiction of the People’s Republic of China that may impose adverse impacts on the environment. The current standard is the amendment of the Technical Guidelines for Environmental Impact Assessment — General Programme (HJ/T 2.1-93), which was issued for the first time in China in 1993. This is the first amendment. The Technical Guidelines for Environmental Impact Assessment — General Programme (HJ/T 2.1-93) shall be nullified since the date when the current standard goes into effect.
