This standard provides the emission limits, and monitoring and control requirements of water and air pollutants from sulfuric acid enterprises or production facilities, as well as regulations on the implementation and supervision of this standard. It provides special emission limits for water and air pollutants, in order to facilitate the balanced development of the region-wide economy and environment, promote the economic restructuring and the shift of economic growth pattern, and provide a direction for the development of industrial processes and pollution treatment technologies. The pollutant emission concentration provided by this standard is measured in terms of quality. The odor and ambient noise discharged by the sulfuric acid industry shall apply corresponding national emission standards, and the identification, treatment and disposal of solid wastes therefrom shall apply national solid waste emission standards. This standard shall apply to pollutant discharge behaviors permitted by law. The siting of new pollution sources and the management of existing pollution sources in areas under special conservation shall abide by such laws, regulations, and rules as Law of the People’s Republic of China on Prevention and Control of Water Pollution, Law of the People’s Republic of China on Prevention and Control of Air Pollution, Marine Environmental Protection Law of the People’s Republic of China, Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, Law of the People’s Republic of China on Prevention and Control of Radioactive Pollution, and Environmental Impact Assessment Law of the People’s Republic of China. Provisions on water pollutants emission control in this standard shall apply to the direct and indirect discharge of water pollutants by enterprise into its legal boundaries. This standard shall apply to the management of water and air pollutant emission from existing sulfuric acid enterprises. This standard shall apply to the environmental impact assessment, the design of environmental facilities, and the environmental check and acceptance upon completion of construction projects in the sulfuric acid industry, as well as the water and air pollutant emission management after these projects were put into operation. This standard shall not apply to the management of water and air pollutant emission by enterprises which produce sulfuric acid with exhaust from smelting industry or with hydrogen sulfide. This standard is the first version. The control of water and air pollutant emission shall refer to this standard as of the day it goes into effect, and Integrated wastewater discharge standard (GB 8978-1996) and Integrated emission standard of air pollutants (GB 16297-1996) shall not apply.
