Fu Wenjuan, female, Han Nationality, born in Qin County in Zhejiang Province in August of 1949. Obtained a Diploma majoring in Building Management of Tongji University. Began work in July of 1968, became a CPC member in 1972. Senior Economist.

Over the past years, she held the following posts: Vice Team Leader of the women bridge building team of the Bridge Building Brigade, Forestry Mechanic Road Building Brigade of Da Hinggan Ling Prefecture of Heilongjiang Province; Vice Director of the Trade Union of the Prefecture; deputy director in the following three organs like State Infrastructure Commission, National Bureau of Building Works and Ministry of Urban and Rural Construction and Environmental Protection; Office Director of Building Management Bureau of the Ministry; Vice Director General of the Department of Supervision, Vice Director General of the Department of Personnel and Labor; Vice Director General  followed by Director General of the Department of the Personnel, Education and Labor of Ministry of Urban and Rural Construction and Environmental Protection. From March of 1999, she was a Member of the Party Group of the Ministry of Construction and Director General of the Department of the Personnel, Education and Labor of Ministry of Construction. From August of 2007, she works as a Member of the Leading Party Group of SEPA and Head of the Permanent Discipline Inspection Group in SEPA sent by the Central Commission for Discipline Inspection of CPC.

She was elected as a Member of the Seventeenth CPC Central Commission for Discipline Inspection in October of 2007.
