Male, Han Nationality, born in Tongxiang, Zhejiang Province in July of 1950. He began to work in December of 1968 and joined the Chinese Communist Party in 1972. He graduated from the Department of Chemical Engineering of Tsinghua University in February of 1976. Engineer.
In December of 1968, he went to live and work in the countryside as a member of a rural production team in Linyi County, Shanxi Province. From May, 1972 to February, 1976, he studied in the Department of Chemical Engineering of Tsinghua University, majoring in high polymer. In March of 1976, he worked in the Division of Atmosphere of Beijing Environmental Protection Institute. From March, 1981 to January, 1985, he used to work in the Office of Environmental Protection Leading Group of the State Council and Environmental Protection Bureau of the Ministry of Urban and Rural Construction and Environmental Protection. Since February of 1985, he served as Vice Director of the General Office, Head of Pollution Charge Office of National Environmental Protection Bureau, Director of the Division of Pollutant Charge, Deputy Director General and Director General of the Department of Supervision and Management. Since July of 1998, he used to assume such posts as Director General of Department of Supervision and Management of SEPA, Director General of Department of Pollution Prevention and Control, Director (DG level) of Center of Environmental Emergency Response and Accident Investigation and Director General of Environmental Supervision.  In September of 2008, he was appointed as Director General of Environment Supervision of Ministry of Environmental Protection. In June of 2009, he was appointed as the Chief Engineer on Nuclear Safety of Ministry of Environmental Protection.
