Male, Han Nationality, born in Dingzhou, Hebei Province in September of 1951. He began to work in December of 1968 and joined Communist Party of China in January of 1973. He graduated from the Law School of Wuhan University, Master of Environmental Law (part time student).
In December of 1968, he went to live and work in the countryside as a member of a rural production team in Yanchang County, Shaanxi Province. Then he worked as Secretary of CYL Branch of a commune, Vice Secretary of Communist Party Branch and later Secretary of Communist Party Branch of a commune in Yanchang County. In December of 1978, he was the official in charge and later Deputy Director of Tianjin Environmental Monitoring Center. In November of 1983, he was Deputy Director of the Division of Publicity and Communications of Tianjin Environmental Protection Bureau. In September of 1984, he became an official and later Vice Director of the General Office of National Environmental Protection Agency, Deputy Director General of the Department of Publicity and Communications, Deputy Director General and later Director General of the Department of Nature and Ecology Conservation of National Environmental Protection Agency successively. From September, 1989 to August, 1993, he studied for Master of Environmental Law as a part-time student in the Law School of Wuhan University. In July of 1998, he was Director General of the Department of Nature and Ecology Conservation and later Director General of the Department of Policies, Laws and Regulations of State Administration of Environmental Protection. In September of 2008, he was Director General of the Department of Policies, Laws and Regulations of Ministry of Environmental Protection. In November of 2010, he was appointed as Chief Engineer of Nuclear Safety of Ministry of Environmental Protection.
