  Respected CCICED Vice-Chairs, Members,

  Task Force Co-chairs,

  Distinguished Guests,

  Ladies and Gentlemen,

  Please allow me to brief you on the responses by the central and local governments to the recommendations made by CCICED last year, and on the work of both CCICED and the Secretariat during the past year.

  1. On the responses of the central and local governments to the recommendations made by CCICED last year:

  By October 2004, twenty ministries or commissions under the State Council had submitted reports on their responses to the recommendations made by CCICED last year. They include the State Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Construction, the Ministry of Transportation and the Ministry of Water Resources. Local governments of nine provinves, autonomous regions or municipalities directly under the leadership of the State Council as well as Guangzhou, Wuhan and Shenzhen municipal governments had also submitted documents on the adoption of CCICED recommendations.

  Based on their responses, the dissemination and adoption of the Recommendations made by the Second Meeting of the Third Phase of CCICED has the following characteristics:

  1) Dissemination of CCICED's Recommendations have been improved and more effective.

  The Second Meeting of the Third Phase of CCICED approved the work reports by the Task Force on Energy Strategies, the Task Force on Financial Mechanism for Environment Protection, the Task Force on Circular Economy and Cleaner Production, and the Task Force on Sustainable Business Development. In order to enable relevant government agencies and organizations to fully understand the policy recommendations of these Task Forces, CCICED not only disseminated the comprehensive recommendations of CCICED AGM to the Chinese Government, but also transmitted the policy recommendations of the four Task Forces to relevant government departments or organizations and requested them to carry out topical studies. For example, some recommendations on energy were directly briefed to the Vice Premier of the State Council who is responsible for energy issues. Some of the responses by central government agencies and local governments are targeted to the recommendations of the Task Forces and are quite positive.

  2) Each government department and local government pays high attention to CCICED's recommendations with some practical measures

  The Chinese Government has put forward the concept of scientific development that aims to comprehensive, integrated and sustainable development. This is a big leap of development concept. Relevant ministries and local governments are all studying the issues and problems in relation to sustainable development in their own jurisdictions. Given this background, the policy recommendations of CCICED have attracted greater attention than before. A number of ministries and local governments think that CCICED's recommendations are very helpful in transforming their mindset and implementing the concept of scientific development. Relevant ministries, departments and local governments have carried out studies on those recommendations and put forward the following major practical measures:

  The State Development and Reform Commission has established special projects using state bond as a part of active financial policies. They include "The Research Project on the Prevention and Control of Key River Basins" and "The Project on the Commercialization of Waste Water Treatment and Garbage Disposal". It has issued enterprise securities similar to benefit securities, and adopted eight concrete measures to promote the development of circular economy.

  The Ministry of Science and Technology identified a theme on clean coal technologies in the National High-tech Research and Development Plan for the Energy Sector in order to promote the research on sustainable energy development.

  The Ministry of Construction opened the market for public utilities that include the construction of waste water treatment and landfill facilities. It has promulgated the Measures on the Management of the Franchise Operation of Public Utilities to regulate the market access for municipal and public utilities, which has facilitated the development of the market.

  The State Taxation Bureau will conduct study on the levy of environmental taxes in the new round of taxation reform.

  The Office of Legality of the State Council has formulated the Measures on the Management of Hazardous Waste Management Licenses.

  Beijing Municipal Government has kicked off a research project on green national income accounting (Green GDP). Jiangxi Province Government has started a research project on green GDP indicator system and accounting models.

  Shanghai has invested 3% of its GDP in environmental protection and relevant facilities, and actively explored diversified ways of fund-raising for environmental protection.

  Shenzhen Municipal Government has reformed the traditional government investment model and mobilized social forces to participate in the construction and operation of municipal environmental infrastructure. In doing so, it has realized the socialization and diversification of such investment.

  3) Relevant government departments are enthusiastic about the work of CCICED

  The Ministry of Finance, the State Taxation Administration and the People's Bank of China have conscientiously studied the policy recommendations made by CCICED in the light of practical implementation of national financial and taxation policies, and presented active suggestions to the research of Task Forces. They have proposed the elimination of some of CCICED's policy recommendations that cannot be implemented due to legal obstacles and limitation. The State Administration on Quality Supervision and Inspection suggested that CCICED's recommendations should include the response requirements or mechanism of environmental protection on agricultural produce and food safety. Their suggestions have reminded us: First, the research of CCICED and its Task Forces should be closely related to China's practical situation. In particular, if CCICED or its Task Forces are to make policy recommendations on financial or taxation issues, they should consult relevant departments to make sure that the recommendations are in line with national laws and regulations. Second, the research of CCICED or its Task Forces should be target oriented and practicable in order to improve the quality of their recommendations.

  There are a lot more areas covered by the responses of relevant ministries, departments and local governments. I don't have time to detail them. A more detailed account of their responses, which has been prepared by the Secretariat, is attached to the work report as Annex 1.

  2. On CCICED's personnel changes

  CCICED has a few new Members. They are: Mr. Yun Xiaosu, Vice Minister of Land and Resources; Mr.Xu Zuyuan, Vice Minister of Transportation; and Mr. Chen Tonghai, General Manager of China Petro Chemical Group.

  Mr. Shou Jiahua, former Chinese Member and Vice Minister of Land and Resources, would resign the Member post due to the adjustment of his position. Mr. Hong Shanxiang, former Chinese Member and Vice Minister of Transportation, would no longer serve as CCICED Member as he has left his official post. Mr. Kåre Willoch resigned from CCICED as a Member due to health reasons.

  Yang Chaofei (Director General of the Department of Policy and Regulations, SEPA) has replaced Peng Jinxin as Deputy Secretary General of CCICED.

  These changes have been approved by CCICED. We welcome the new CCICED Members and the new Deputy Secretary General to join CCICED, and thank those who have to leave CCICED for their contributions to CCICED.

  3. On the improvement of this year's CCICED AGM

  After the 2nd Meeting of the 3rd Phase of CCICED, some International Members suggested that since CCICED holds a plenary meeting each year and the most important achievement of the Meeting is the policy recommendations to the Chinese Government, CCICED should place more emphasis on the collection, sorting out and refining of the recommendations. CCICED AGM should devote more time to the discussion of policy recommendations and the absorption of the constructive comments and suggestions of the Members and other experts. It would be much better if the Policy Recommendations could be finalized at the end of CCICED AGM. These suggestions have been adopted by the Secretariat. As a result, some adjustments have been made for the Third Meeting of the Third Phase of CCICED. First, we have reduced the deliberation time for other topics at the Meeting so as to leave more time for the discussion on policy recommendations. Second, we have established a Policy and Recommendation Revising Team for the policy recommendations. As entrusted by the Bureau, I take charge of this team and invite the International Member Catherine Day and Mr. Yang Chaofei, Deputy Secretary General of CCICED as team members and other relevant staff in charge of specific document work. Before the AGM of this year, we would submit the draft recommendations.

  During the 2nd Meeting of the 3rd Phase of CCICED, the Bureau approved in principle that the theme of the 2005 CCICED AGM should be sustainable urbanization. But CCICED meeting didn't talk about the theme for the 2006 CCICED Meeting. Therefore, this CCICED Meeting will set aside time to discuss what theme to use for the 2006 CCICED meeting and what new Task Forces should be organized. The purpose is to decide on the theme of the 2006 CCICED Meeting as soon as possible so that CCICED and the Lead Experts in particular could establish new Task Forces which will report to the 2006 CCICED Meeting. We welcome comments on this issue.

  4, On the work of the Lead Experts

  Since last year's CCICED Meeting, the Lead Experts have done a lot of work, including assessing project proposals, discussing the Issues Paper and the first draft of the policy recommendations prepared for CCICED Meeting, and providing guidance and participating in the work of the Task Force on the Agriculture and Rural Development. The International Lead Experts discussed with the Chinese Academy of Social Sciences issues related to the establishment of a task force on "economic growth and the environment". They proposed to set up Task Forces on "Green GDP" and on "Sustainable Urbanization", and played an active role in promoting the convening of the International Workshop on Green GDP. They provided key support for this task force. The Chinese Lead Experts participated in the work meetings of the Task Force on the Agriculture and Rural Development and the drafting of the work reports and policy recommendations of the task force. The International Lead Experts proactively communicated with organizations which had submitted project proposals to discuss with them issues related to the research direction and domain of the new Task Forces, and provided comments and guidance. This kind of early participation by Lead Experts ensured that the research domains and directions are in line with the theme of CCICED Meetings, and that they fit in well with the urgent issues faced by the Chinese Government.

  5. On the work of the Task Forces

  Since this year, the Task Forces on WTO and Environment, on Agricultural and Rural Development, on Integrated River Basin Management, on Protected Areas, on Non-Point Agricultural Pollution Prevention, on Sustainable Transportation, and on Environmental & Natural Resource Pricing and Taxation have worked actively. They conducted a total of 12 task force work meetings, 2 international workshops, and 4 domestic or international field trips and experiments.

  In the next two days, we are going to listen to the work reports by the Task Forces on Integrated River Basin Management, on Non-Point Agricultural Pollution Prevention, on WTO and Environment, on Agricultural and Rural Development, and on Protected Areas. The Task Forces on Sustainable Transportation and on Environmental & Natural Resource Pricing and Taxation will present their middle-of-way progress reports to the meeting. The work of the Task Forces has show innovative characteristics. First, they have had good mutual exchanges with each other. The Task Force on Environment & Natural Resource Pricing and Taxation have cooperated with the Task Force on the WTO and the Environment, The Task Force on Agricultural and Rural Development, and the Task Force on Integrated River Basin Management, and provided financial support. This kind of cooperation is conducive to their mutual strengthening, to the deepening of their research, and to their vitality. Second, the research of the Task Forces has been closely related to the needs of the Chinese Government. For example, the Integrated River Basin Task Force actively communicated with Environmental and Resource Committee of the National People's Congress, the Ministry of Water Conservancy, and the State Environmental Protection Administration to seek their comments on their work report and policy recommendations. This type of cooperation has sharpened the focus and increased the accuracy of the policy recommendations of the Task Forces.

  6. On the work of the Secretariat

  Under the leadership of the Bureau, the Secretariat has mainly accomplished the following tasks among others:

  1) According to guidance from the Bureau, the Secretariat effected changes in CCICED Membership and Deputy Secretary General.

  2) The Secretariat has increased service awareness. It strengthened communication with and provided timely service for the Lead Experts, assisted Task Forces in conducting meetings and related activities, promoted cooperation among the Task Forces, supported the research work of Task Forces, assisted in the dissemination of the research achievements of the Task Forces, and actively assisted in preparations for the establishment of new Task Forces.

  3) The Secretariat increased contact with donor agencies and actively sought for financial support for CCICED. It increased communication with the Canadian International Development Agency, and fully exchanged information with each other, which in turn contributed to the work of the Secretariat.

  4) The Secretariat prepared for the 3rd meeting of the 3rd Phase of CCICED, including fixing the theme of the meeting, inviting Chinese and international keynote speakers and special guests, collecting and editing the responses of various government agencies and local governments to the Recommendations made by CCICED last year, prepared relevant documents for CCICED Meeting, and arranged the logistics for CCICED Meeting.

  5) The Secretariat promoted its own capacity building. It revised the original work procedures and relevant regulations, and standardized the operation of the Secretariat. It also formulated new financial management regulations for CCICED. In consultation with CIDA and the Secretariat Canadian Office, it put forward the Assessment Report on the Institutional Capacity Building of the Secretariat. The main contents of the report include: assessment of the capacity of the Secretariat in various aspects, discussion of the responsibilities and tasks of the Secretariat after 2007, recommendations and concrete measures for the capacity building of the Secretariat. By now, the international advisory expert has started to work in China, and we hope that his work will produce results as soon as possible with support from various sides.

  6) The Secretariat promoted information dissemination. It updated CCICED website in a timely manner, produced the brochure and logo badges of CCICED, published the Proceedings of the 2nd Meeting of the 3rd Phase and the annual report of CCICED, and produced CDs for relevant documents. The Secretariat also disseminated the annual report, proceedings and Newsletters to CCICED Members, Task Force Chairs, and relevant departments and research institutions.

  7. On the financials of CCICED

  The funding support from the international community to CCICED has kept at the usual level. Substantial progress has been made regarding the 350,000 Euro of core funding support committed by Germany to CCICED, and formal agreement has been signed by the two sides. The Dutch Government is planning to support relevant Task Forces with the money left with the Sustainable Business Development Task Force. A detailed financial report, prepared by the Secretariat Canadian Office, is attached as Annex II.

  Work Report of the Third Meeting of the Third Phase of CCICED Phase

  Summary on the Study and Adoption of the Overall Recommendations and Task Force Recommendations of CCICED by Relevant Departments of the State Council and Local Governments

  Up to the mid-October of 2004, the Secretariat has received the feedback reports form various government departments and institutions. They include ministries and departments directly under the State Council such as the State Reform and Development Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Construction, the Ministry of Transportation, the Ministry of Water Resources, the People's Bank of China, General Administration of Customs, the State Taxation Administration, General Administration of Quality Supervision, Inspection and Quarantine, the State Environmental Protection Administration, the National Bureau of Statistics, the State Forestry Administration, the Legislation Office of National People's Congress, the Development Research Centre of the State Council, China Meteorological Administration, China Banking Regulatory Commission, China Securities Regulatory Commission and the State Electricity Regulatory Commission. Besides, a number of provinces, autonomous regions and municipalities such as Beijing, Jilin, Heilongjiang, Shanghai, Jiangxi, Guangdong, Hainan, Tibet and Xinjiang and big cities such as Wuhan, Guangzhou and Shenzhen where the mayor is equivalent to a Vice Governor as well as China Petrochemical Corporation are among the list, too. The following are the summary of these reports:

  I. Comprehensive Recommendations of CCICED

  (1) Establish the Sustainable Consumption Pattern

  The Ministry of Land and Resources has actively advocated the sustainable use of land resources. It has put forward the measure of land use charging in an all-round way, established land use standard checking and assessment system and perfected the "Indexes for Land Use of Construction Projects" and current land taxation system.

  Shanghai Municipal Government has actively advocated the sustainable consumption pattern including the promotion of using recycled paper, the setting-up of organic food production chain, the promotion of plastic bag charging system in super markets, the practice of minimizing package system in key industries as well as the promotion of green marketing with the municipal government taking the lead.

  Guangdong Province is going to hold a forum on "Green Production and Green Consumption" to promote and advocate the ideas of clean production and green consumption.

  Hainan Province advocates green consumption activities such as water and energy saving, green food consumption and choosing environmentally friendly products among the public.

  The Government of Tibet Autonomous Region has passed "Environmental Protection Rules of Tibet Autonomous Region", specified a deadline to ban the use of throw-away bubble plastic tableware and plastic bags. It also advocates enhancing the awareness of sustainable consumption among the public.

  Guangzhou Municipal Government has banned the eating of wild animals through legal means. It is planning to implement the stepping-up water charging policy to guide its citizens to save water with the help of economic measures.

  Shenzhen City advocates the idea of sustainable consumption among the public and promotes the sustainable consumption pattern in all fields. Furthermore, the city government also takes initiative to establish and implement the "Green Purchasing" system.

  (2) Implementing the Coordinated Development Strategy between "Economy–Environment–Energy (3E)" and Raising Energy and Resources Efficiency

  The Ministry of Finance has organized and carried out the study of relevant projects including the "Governmental purchasing to support energy-saving products" to give full play of this policy in supporting and promoting environmental protection.

  The Ministry of Land and Resources has formulated and implemented the development strategy and planning on the saving of coal, oil, electricity, water, material and resources so as to realize the consumption of such resources with high-efficiency, less-exploitation and minimum waste discharge.

  The Ministry of Water Resources has implemented quota system for water usage to raise efficiency of water resources. It has also strengthened the supervision and management of water resources with each river basin as a unit.

  General Administration of Quality Supervision, Inspection and Quarantine will formulate a series of resource-saving standards that are in urgent need.

  The State Environmental Protection Administration, the Ministry of Finance and State Taxation Administration will jointly study and develop economic policies in favour of environmental protection such as the reduction, rebate and exemption of export tax of resource-intensive products. They will also develop taxation policies in favour of upgrading the automobile industry and alleviating automobile exhaust pollution.

  Beijing Municipal Government is promoting the activities of saving and comprehensively utilizing such resources as energy, raw material, water and land. It will establish and improve a sound resource-saving accountability system, develop methods on saving water, expedite the application of advanced and mature technologies that save energy, water and comprehensively utilize natural resources, and promote consumers to adopt new technologies and choose energy- and water- saving products.

  The Government of Jilin Province has organized the implementation of key industrialization projects to revitalize the old industrial base in Northeast China, which include the "Gasification Technology of Crop Residues for both Heating Supply and Electricity Generation". It has also enacted "Provisional Regulations on Selling and Using Ethanol Petroleum for Automobiles in Jilin Province" and promoted the using of vehicle ethanol petroleum across the province.

  Shanghai Municipal Government has proactively promoted the use of alternative clean energy, improvement of energy structure, the application of central heating, and sulphur-removal for power plants. It has actively promoted multi-level utilization system for energy. In addition, it has developed green power mechanism and encouraged voluntary subscription of green electricity by the consumers. In doing so, it has promoted the development of renewable energy and electricity.

  Guangdong Province has optimised the energy structure and raised the percentage of clean energy utilization.

  Hainan Province has actively developed the gas-fired automobiles in its major cities and popularised the use of renewable energies such as biogas and biomass in the mountain areas.

  Tibet Autonomous Region has actively promoted the application of cookers, sunshine heating houses and heaters that employ solar energy in order to reduce the consumption of biomass. It has also formulated favourable policies on energy development, vigorously developed clean energies such as hydraulic energy, solar energy, terrestrial heat energy and wind energy, strictly controlled the consumption of coal and gradually cut down the dependence on biomass.

  Wuhan Municipal Government has set environmental protection as one of the city's pillar industries and supported the development of hi-tech industries with minimum consumption of resources.

  Guangzhou Municipal Government has closed and stopped small power generation units with high consumption rate of energy but low efficiency. It will not build any new thermal power plants. Moreover, it has also promoted the use of clean energies such as solar energy and sewage gas energy for civil purposes.

  Shenzhen Municipal has expedited the implementation of the projects that promote the application of natural gas in power plants. It has also formulates policies, laws and regulations encouraging energy saving and promotes the research and application of technologies with high efficiency.

  China Petrochemical Corporation has further improved its water supply, water usage and drainage systems and formulated the plan of recycling and reuse of wastewater in its enterprises in northern part of China.

  (3) Strengthening Public Participation in Environmental Protection and Management as well as Raising Public Awareness and Capability in Sustainable Production and Consumption

  By taking the favourable opportunity of convening the "Global Geological Park Conference", the Ministry of Land and Resources has promoted the importance of protecting geological heritages through public campaigns in order to enrich the knowledge of the general public on geological science.

  The Ministry of Construction has held public hearings on charging urban refuse and the implementation of charging system for refuse disposal. It has also carried out activities in promoting environmental protection and facilitating public participation. Every year, the Ministry organizes the campaign of "Cleaning the World".

  The State Environmental Protection Administration has establishes the press release system to publicize environmental laws and regulations and the key tasks with great public concern. It has held the "Green China Forum" and appointed ten environmental advocates. By organizing the Sino-US Environmental Laws Training Program, it has altogether trained over 400 government officials, lawyers, entrepreneurs and ordinary citizens up to now.

  China Meteorological Administration has carried out a series of activities to popularise meteorological knowledge among the public. For example, it has held the Climate Change Forum, seminars and international training courses to strengthen the dialogues and communications between experts themselves as well as between experts and the decision-makers in relevant fields. Through the establishment of China Climate Change Website, it has popularised the scientific knowledge concerning climate change.

  Beijing Municipal Government has raised environmental protection awareness and the concept of resource saving among the general public by some approaches including appointing air pollution monitors. It popularises policies and knowledge on environmental protection as well as the new idea of circular economy via various media including "Beijing Public Network for Environmental Protection". By making full use of the mass media such as TV, radio and newspapers, it has strengthened the efforts in exposing the illegal activities against environmental laws and regulations.

  Jilin Province has initiated the activities of "Green Community" and "Green School". It has promoted the activity of "Environmental Protection Coming into Every Household" for public services in a bid to address the hot environmental problems concerned by the public. Meanwhile, it has also strengthened the promotion, education and training on advocating green consumption and ecological conservation.

  Heilongjiang Provincial Government has organised the promotion of popular science of environmental protection to raise public awareness in this regard. By public participation in the work of governmental departments, the work of environmental protection has been strengthened.

  Shanghai Municipal Government has added a special column on environmental protection in its radio stations to promote environmental education, popularize scientific knowledge and to make public the typical environmentally illegal cases. It has set up the communication channel between municipal government and the residents to encourage public participation. It has regularly released to the public the information on both environmental quality status and waste discharge and illegal activities of enterprises through the mass media or on the Internet. It also holds public hearings for major environmental policies and the examination and acceptance of construction projects and conducts a series of activities such as the development of "Green Community" and "Green School".

  Jiangxi Province has kicked off environmental protection promotion activities which include the development of Green School, Green Community and National Environmentally Beautiful Town. The province has continued other environmental activities including The Promotion Month for Water and Soil Conservation.

  Hainan Province has put forward the environment quality reporting system, established a case reporting system for ecological destruction and environmental pollution. Moreover, the province has carried out environmental protection hearings for construction projects. The province has launched a series of activities including the establishment of "School with Good Ecological Practice", "Enterprise with Good Ecological Practice" and "Family with Good Ecological Practice" and organised such voluntary activities as tree planting and environmental protection.

  Tibet Autonomous Region holds review meeting and public hearings on special planning and EIA of construction projects as well as administrative penalties including big amount of fines. It regularly releases daily forecast of environmental quality of Lasa on TV, sets hot line for the claim of environmentally illegal activities and launches the campaigns of "Green School" and "Green Office".

  Xinjiang Autonomous Region implements public participation system for planning, decision-making and projects closely related to public interests and initiates such activities as "Green School", "Green Community", "Environmental Protection Model City", "Environmentally Beautiful Town" and "Promoting Environmental Protection Knowledge Down to Villages". By adding the learning of environmental protection policies in the training program of CPC Schools at all levels as well as the administrative institutions, the awareness of environmental protection and the concept of the rule of law of governmental officials at all levels have been raised.

  Wuhan Municipal Government provides a platform for public participation in environmental protection. It carries out the self-governance pilot sites among 74 communities of the downtown area to encourage local residents to make their own decisions on how to resolve environmental problems.

  Shenzhen Municipal Government launches a series of campaigns in establishing and choosing "Green School", "Green Community", "Environmentally Beautiful Town", "Green Shopping Centre" and "Green Home". It has developed a system of rewarding the person who reports environmentally illegal activities. In addition, the city carries out promotion campaigns on environmental protection in environmental sensitive regions including water resource protected areas and industrial parks where enterprises with pollution are concentrated.

  (4) Establishing An Assessment Indication System of Sustainable Development, Strengthening the Management Framework of Environment and Sustainable Development and Improving Conditions for Implementing Policies on " New and Sustainable Industrialization Road"

  The Ministry of Finance promotes the rapid establishment and development of standard modern enterprise system in order to improve their internal administrative structure.

  The Ministry of Transportation has initiated early-stage studies on key issues of transportation development of the "11th Five-Year Plan" and listed the topic of sustainable transportation and the indications of sustainable transportation as the key study projects.

  General Administration of Customs will cooperate with other government departments of environmental protection, agriculture, forestry, commerce and quality inspection to analyse and study relevant issues concerning the "Vulnerability Analysis on Trade Protectionism, Intruding Species and Other Impact" and formulate relevant policies and measures on the management of import and export.

  The State Environmental Protection Administration has set up a bilateral cooperation work group with National Bureau of Statistics to jointly launch the research on green GDP. It has released the "Circular on Strengthening Environmental Administration on Waste Electronic and Electric Equipment" and "Measures on Environmental Management for New Chemical Substances" and over 70 new national and ministerial environmental standards.

  The State Forestry Administration and National Bureau of Statistics have jointly launched the "Study on the Examination of China Forestry Resources and Integrating It into the Accounting System of Green GDP".

  Beijing Municipal Government has adjusted the assessment indication system for development performance of every district and county. It has organised the research on establishing the green GDP accounting system.

  Shanghai Municipal Government has launched topical studies on the establishment of the performance indication system for social and economic development and environmental protection work and compiled "Guidance on Energy Efficiency of Industries in Shanghai".

  Jiangxi Provincial Government is studying the green GDP indication system and accounting model in line with the local conditions of the province.

  Guangdong Province is studying comprehensive assessment indication system for social development with the consideration of integrating environmental protection into the system. It has established the project of "Study on the Sustainable Industrial Development" aiming to facilitate enterprises to choose sustainable development mode in terms of land management, pollution control, industrial policies and differential financial and taxation policies.

  Hainan Province has made it clear to study and implement the policies to integrate the cost of natural resources and eco-environment into the national economic accounting system in order to gradually establish the Green GDP accounting system.

  Tibet Autonomous Region is developing the "Indication System for Building a Well-off Society in An All-round Way in Tibet" which integrates such indexes or rates as vegetation coverage, "Three Wastes" treatment, air quality level, the prevention and control of urban environmental pollution and the percentage of alternative energy in rural household. It has formulated strict market access system to ban the transfer of national eliminated old production techniques and equipment as well as the "15 Types of Small Enterprises" and the "5 New Types of Small Enterprises" into the region. It is transforming the extensive mode of economic growth and realizing sustainable social and economic development.

  Xinjiang Uygur Autonomous Region sets the achievement on environmental protection as a key indicator of administrative performance of local governmental officials and integrates it into official annual and term checking system.

  Shenzhan City will gradually upgrade the traditional industrial assessment indexes and give equal consideration to such indicators as environmental protection, social development, culture, economic growth and the introduction of foreign investment in a bid to form sound performance indicators for enterprise and government in order to establish a performance assessment system for sustainable development. The municipal government has actively explored appropriate green GDP accounting models. In addition, it has specified the assessment indicators for waste discharging enterprises, identified supervision and review methods of enterprises and conducted annual examination of the waste discharge permits of each enterprises.

  II. Recommendations of the Task Forces

  (1) Policy Recommendations on Sustainable Utilization of Coal

  State Reform and Development Commission (SRDC) has actively facilitated R&D of synthesized fuels.

  The Ministry of Science and Technology is focusing on the development of clean coal technologies such as power generation by coal powder; soot and dust removal; circular utilization of coal resources and combined production of both heat and electricity so as to promote sustainable of coal industry.

  Securities Supervision Commission will formulate favourable policies for the issuing of stocks of the qualified enterprises in the sectors of energy, raw materials and infrastructure.

  Electricity Supervision Commission has actively taken part in the study on combined production system and facilitated the adoption of new technology and production process by electric enterprises so as to raise the efficiency.

  Jiangxi Province is strengthening its utilization of the gases associated with coal-fields, actively exploring modern technologies such as gasification of under ground coals and liquefying of coals.

  Sinopec is supporting indirect coal liquefying projects in terms of technology, project design and construction, and product sales.

  (2)Policy Recommendations on Improving the Financing Mechanism for Environmental Protection in China

  With proactive financial policies, State Reform and Development Commission has set up special national bonds aiming at such key programs as "Pollution prevention and control project on major river basins" and "Commercialization of sewage treatment and landfill facilities". It has also issued the enterprises bonds similar to profit-making bonds and actively promoted the diversification of the financing for infrastructure construction.

  The Ministry of Finance has organized experts to carry out topical study on the proposal of "Comprehensively promote the construction of urban environment infrastructure and the marketization of its operations".

  The Ministry of Land and Natural Resources is studying some issues including the establishment of the royalty system for the restoration of mine-site environment.

  The Ministry of Construction has opened the market for public utilities including sewage treatment plant and garbage disposal facility. It has proposed the establishment of chartered licensing system for public utilities. The ministry has also promulgated "Measures on the Management of Chartered Licensing of Public Utilities", which clearly specifies the rules on the implementation of chartered operation, standardizes the market access to public utility and facilitates its marketization.

  People's Bank of China has actively studied relevant themes including the feasibility of issuing bonds, relevant international experience and the credit rating of civil utility bonds.

  The State Environmental Protection Administration (SEPA) has further promoted the reform on the charging of effluent treatment and garbage disposal, put into play of the policy on charging the disposal of hazardous wastes, and encouraged the application of commercial financing to facilitate the development of environmental infrastructure.

  China Banking Regulatory Commission shows its intention to guide commercial banks to increase the loans on environment projects. It has also actively studied the role that such banks can play.

  China Securities Regulatory Commission supports qualified enterprises engaging in environmental industry to raise funds in securities market.

  Heilongjiang Province uses loans and donations to carry out environment protection and environmental monitoring projects in various ways.

  Shanghai Municipal Government and its district and county governments provide capital input for pure public environmental projects. For quasi-public environmental projects, the investment will come from both government input and the fee paid by polluters. Conditions will be created for commercial operation. For non-public projects, the expenditure will be completely covered by polluters and market mechanism set up.

  Jiangxi Province has gradually developed an environmental protection mechanism featured by diversified inputs from the government, enterprises and the society. This mechanism is featured by government guidance, market orientation and public participation. The financial authorities across the province allocate large amount of special environmental protection funds every year for pollution control in enterprises, environmental management for river basins and capacity building in environmental protection.

  Wuhan Municipal Government promotes marketization and creates conditions for private investments in environmental protection. It has studied relevant policies on collecting fees for centralized disposal of domestic garbage and opened the bid for social capitals of over 100 public infrastructure construction projects.

  Guangzhou Municipal Government has employed the capitals from wide channels including from the private sectors and foreign sources to carry out environmental management projects including wastewater treatment.

  Shenzhen has attracted and directed private sectors to take part in the construction and operation of urban environmental protection infrastructures, realizing the diversification of investing bodies. Some sewage treatment plants are entrusted to others for operational management. Some other sewage treatment plants have started commercialization and obtained preliminary outcomes.

  (3)Recommendations on Promoting Circular Economy and Clean Production

  The State Reform and Development Commission (SRDC) has accelerated the drafting of "Guidance on Speeding up the Development of Circular Economy". It has incorporated the idea of circular economy into the development of The Eleventh National Five Year Plan.

  The Ministry of Science and Technology identifies resources and environment as one of the supporting areas in the State 863 Program, which focuses on a number of key projects such as water pollution control technology, air pollution control technology, technology for the disposal and recycling of solid wastes, and clean production.

  The Ministry of Land and Natural Resources has strengthened the efforts in scientific innovation, the promotion of sustainable utilization of coal resource and circular economy as well as clean production. It takes the development of clean coal technology including environmental friendly mining of coal, application of the technology of recycling and re-using tailings as top priorities for innovative study projects with both financial and policy supports.

  The Ministry of Construction, in cooperation with other ministries and commissions under the State Council, is further promoting activities in recycling of urban sewage, raising the efficiency of water resources, reducing the consumption and minimizing water pollution.

  State Taxation Administration is considering taxation reform in the new wave of tax reform to facilitate the development of circular economy. In the new round of tax reform, it studies the levy of environmental tax.

  SEPA has established the indication system for circular economy and initiated the studies on the strategic framework, legislation and indication system for circular economy. As a result, the promotion approach and operation mechanism for circular economy has taken shape. It has formulated supporting laws and regulations such as "The Law of PRC on the Promotion of Clean Production" and "Measures on the Examination of Clean Production".

  National Bureau of Statistics will commence and improve comprehensive environmental statistics, collect relevant information, standardize various kinds of statistic data, realize the share of information resources so as to establish and perfect indication system for resources and environment statistics of China, which will provide scientific basis for the development of policies on circular economy and clean production.

  State Forestry Administration starts the establishment of clean production indication system and establishes national forest clean production centre at appropriate time.

  Legislative Affairs Office of the State Council has studied and formulated "Measures on the Management of Operation License for Hazard Wastes". In cooperation with relevant departments, it is speeding up the development and improvement of relevant systems on circular economy and clean production.

  Development and Research Centre of the State Council states that the development of policies on circular economy and sustainable development require institutional innovation.

  State Electricity Regulatory Commission takes such supervision measures as pushing forward the legislation, supervision and inspection, enhancing demand management during the supervising process in order to promote circular economy and clean production in power industry.

  Beijing Municipal Government has conducted trial and demonstration work on clean production in chemical, pharmaceutical and electroplating industries.

  Jilin Province has organized the trial and demonstration work for circular economy, conducted clean production auditing and set up good examples of clean production. The government requests that all enterprises shall conduct clean production audit and focus environmental control capitals on such projects as technological reform and overall-process pollution control aiming at clean production.

  Heilongjian Provincial Government has further arranged the implementation of clean production and facilitated the application of clean production mechanism in industrial enterprises. It has carried out trial work of clean production in 15 enterprises in five sectors and conducted training programs on clean production across the province.

  Shanghai Municipal Government is actively promoting clean production in industrious enterprises, carrying out trial work on circular economy in industrial zones, pushing forward the reduction of solid wastes and recycling of it as well as increase the recycling rate.

  Jiangxi Provincial Government has published and distributed "Suggestions on Speeding up the Implementation of Clean Production", vigorously promoted clean production, increased resource utilization efficiency and reduced the discharge of pollutants.

  Guangdong Province has developed provincial program for clean production, identified the objective and tasks of clean production, specified the division and cooperation among different departments as well as the timetable. It also convened site-demonstration meeting on clean production for chemical industry across the province. Furthermore, the government has established special scientific research projects including "Technology and demonstration of clean production for traditional industries".

  Hainan Provincial Government is promoting ecological agriculture as one of the circular economy modes. It has developed "Measures on Implementing Clean Production in Hainan Province". The focus is to promote the recycling and reuse of "the three wastes" from both industry and domestic sources.

  The Government of Tibet Autonomous Region has added the text of "Promoting clean production and encouraging the development of circular economy" in the newly revised "Regulations on Environmental Protection in Tibet". The government has incorporated the idea of circular economy into The Eleventh Five Year Plan on Environmental Protection of Tibet. It has accelerated the pace to close the industrial enterprises with high-energy consumption, out of date technology and heavy pollution and vigorously promoted clean production.

  The Government of Xinjiang Uygur Autonomous Region is establishing a production chain within industrial parks according to the requirements of circular economy and clean production, where resources and wastes can be recycled and reused. It has integrated the idea of circular economy into the economic and social development program of the autonomous region. In addition, the government has carried out trial work of "Demonstration enterprises, industrial parks, cities and towns for circular economy". With the implementation of "Sino-American Pollution Prevention and Energy Efficiency Program" Xinjiang Project, the authority has conducted trial auditing work on clean production in metallurgy and food processing industries, and developed the technologies and management methods for clean production in such industries.

  Guangzhou Municipal Government has vigorously promoted the work on clean production. With the adoption of the policy recommendations of CCICED, it has introduced the theory of circular economy in the construction and development projects in Nansha with relevant institutional innovations. Meanwhile, it has enhanced the development of circular economy and green economy, actively implemented clean production and conducted the internationally recognized environmental authentication activities.

  Shenzhen Municipal Government has set up a "Clean Production Promotion Centre" and explored the theoretical basis and practical requirements for clean production and circular economy in this city. It has encouraged all medium and small sized enterprises to participate the development of demonstration projects on clean production in an all round way. It is planning to choose 15 enterprises with good practice as the trial enterprises for clean production.

  Sinopec has formulated and issued the "Standards for Clean Production Enterprises", which is more stringent than national standard. The cooperation has also enhanced the task force in scientific research on specific key projects in order to manufacture and produce environmental friendly products. Efforts have been put to improve the quality of petroleum products. It has also conducted total pollution control approaches with the priority to develop clean production process and wastes reuse technology.

  (4)Policy Recommendations on Sustainable Development of Enterprises

  With the implementation of "The Law of People's Republic of China on the Promotion of Medium and Small Sized Enterprises", the Ministry of Finance has studied and put forward relevant policies for small and medium sized enterprises in terms of financial support. It has established technological innovation fund for small and medium sized enterprises engaged in high and new technology in order to support their technical innovation.

  With the policies on mineral resource compensation fee, mining right fee and exploration right fee, the Ministry of Land and Natural Resources has actively encouraged comprehensive utilization of mineral resources by enterprises.

  The Ministry of Construction has standardized the commercialisation of public utilities; facilitated the communication and cooperation between the government and enterprises; supervised if all enterprises have fulfilled necessary environmental and social responsibilities and ensured public interests and environmental security have been protected.

  SEPA has launched nationwide campaigns in developing the State Environmental Friendly Enterprises and set up a number of model enterprises with high economic profits, efficient utilization of natural resources, clean and beautiful environment and harmonious development between environment and economy.

  Securities Supervision Commission has strictly examined the approval procedures for project investments in the field of iron and steel, iron alloy, electrolytic aluminium, cement, small thermal power plants and other sectors under stringent control by the Central Government. It implements one vote veto system for enterprises going to be listed in the public if it cannot meet environmental requirements.

  Shanghai Municipal Government has supervised all enterprise to see if they exercise necessary environmental and social responsibilities. It has conducted on-line pollution discharge monitoring work in 100 key enterprises under supervision for environmental protection. It has also guided enterprises to carry out ISO14001 Environmental Management System Authentication and developed environmental friendly enterprises.

  Jiangxi Provincial Government has undertaken special campaigns to check and sanction any violations of environmental laws and regulations, streamline enterprises that discharge pollutants against the laws, support and encourage the development of environmental protection facilities using high and new technology.

  Guangdong Province has developed the implementation program on structural reform for such industries as cement, oil refinery, paper and sugar. It has organized the examination and review of the planning of key industrial bases including petroleum chemical industrial park and papermaking base. Moreover, small cement, paper and sugar enterprises will be gradually eliminated.

  Hainan Provincial Government is firm in eliminating products not meeting environmental requirements. It has clearly stated that it will develop and expand environmental industry and increase the production of environmental products based on technological developments. It will also actively develop industries with high technological contents and high added value and establish new ecological industrial system.

  Wuhan Municipal Government is encouraging small and medium sized enterprises to take part in sustainable industrialization. It has developed industrial policies focusing on the development of industrial enterprises cluster focused on the production chain of large scale enterprises engaged in iron and steel, automobiles, photo-electronic and information industries.

  Shenzhen Municipal Government is encouraging small and medium sized enterprises to dispose solid wastes in centralized disposing facilities. Among solid wastes, hazardous wastes are sent to special enterprises with operation license for disposing hazard wastes.

  In order to take initiatives to receive the supervision of the government, working staff and local communities, Sinopec will regularly report to the public the "Report on Sustainable Development of Enterprise" to inform the public of such contents as the management status, operational efficiency, the consumption of resources and energy and its environmental impacts, security and health of employees and residents in the surrounding area.
