This standard is formulated for the purposes of enforcing the Environment Protection Law of the People’s Republic of China, and the Air Pollution Prevention and Control Law of the People’s Republic of China, preventing and controlling the pollution of the environment by emissions of pollutants from mopeds, and improving the ambient air quality. This standard specifies the limits and measurement methods of exhaust and evaporative pollutants from mopeds, as well as the emission requirements of the crankcase, the durability requirements of the pollution control devices, and the technical specifications of the OBD system. It also specifies the requirements for type test, and the methods for check and determination of the conformity of production. The amendments to the testing of types and mopeds shall apply one of the global technical regulations-Measurement procedure for two-wheeled motorcycles equipped with a positive or compression ignition engine with regard to the emission of gaseous pollutants, CO2 emissions and fuel consumption (GTR No.2), EU regulation on the approval and market surveillance of two- or three-wheel vehicles and quadricycles (Regulation (EU) No. 168/2013), and Commission Delegated Regulation (EU) No. 134/2014 of 16 December 2013 supplementing Regulation (EU) No 168/2013 of the European Parliament and of the Council with regard to environmental and propulsion unit performance requirements and amending Annex V thereof.
