This standard is formulated for the purpose of implementing Environmental Protection Law of the People's Republic of China and Law of the People’s Republic of China on Promotion of Cleaner Production, protecting the environment, and providing technical supports and guidelines for the printed circuit board manufacturing industry to conduct cleaner production. This standard provides the general requirements for printed circuit board manufacturing industry to have cleaner production on the basis of meeting the national and local environmental standards and in line with the existing technological, equipment and managerial levels of this industry. This standard includes three levels, the first level represents the international advanced level of cleaner production, the second represents domestic advanced level of cleaner production, and the third represents domestic basic level of cleaner production. This standard shall be amended every three or five years along with the technological development. This standard provides the general requirements for cleaner production of the printed circuit board manufacturing industry. This standard classifies the indicators for cleaner production into five kinds, that is, requirements for production techniques and equipment, indicator for the use of resources and energy, pollutant indicator (prior to the end-of-pipe treatment), indicator for waste recycling, and environmental management requirements. This standard shall apply to the assessment of cleaner production of the printed circuit board manufacturing industry, the estimation of the potential and chance of cleaner production, the performance assessment of cleaner production and the performance disclosure system for cleaner production, as well as environmental management systems like environmental impact assessment and pollutant discharge permit. This standard is the first edition. The indicators for “printed circuit board” specified in Cleaner Production Standard-Plating & Surface Finishing Industry (HJ/T 314-2006) shall be replaced as of the day when this standard is implemented.
