The standard was formulated for the purpose of implementing Environmental Protection Law of the People’s Republic of China, The Law of People’s Republic of China on Prevention and Control of Pollution by Solid Wastes and Law of People’s Republic of China on the Promotion of Clean Production, protecting the environment and providing technical support and guidance on clean production for waste lead-acid battery recycling industry. The standard specifies general requirement on waste lead-acid battery industry based on current industrial technology, equipment and management level on the condition that the industry has met national and local pollution discharge standard. The standard has three levels. Level I stands for advanced international level for clean production, Level II for advanced domestic standard and Level III for domestic standard for clean production. It is subject to constant revision along with the improvement and development of technology. The standard specifies general requirement on waste lead-acid battery industry for clean production. The indices are classified into six categories, including production process and equipment, resource and energy utilization, products, pollutant generation (before end-of- pipe treatment), waste recovery and utilization and environmental management. The standard applies to waste lead-acid recycling companies for the review of clean production and determination of their potential and opportunities for clean production, assessment and notification of their performance as well as other environmental management systems including environmental impact assessment and pollution discharge permit. This is the first issuance of such standard.
