Discharge standards of water pollutants for sugar industry

The current standard is developed for the purpose of the implementation of such laws and regulations as the Laws of the People's Republic of China on Environmental Protection, Law of the People's Republic of China on the Prevention and Control of Water Pollution, Law of the People's Republic of China on the Protection of Marine Environment and the Decision of the State Council on Implementing the Scientific Outlook on Development and Strengthening Environmental protection as well as the Suggestions of the State Council on the Development of National Plan for the Main Function Areas, protecting the environment, preventing & controlling pollution and promoting the development of production process and pollution treatment technologies of sugar industry. The current standard stipulates the limits of water pollutants of sugar enterprises or production facilities and is applicable to the management of the discharge of water pollutants from existing sugar making enterprises or manufacturing facilities. The current standard is applicable to EIA, design of environmental protection facilities, post-completion environmental check & acceptance and post-operation management of the discharge of water pollutants of construction projects of sugar industry. The current standard is applicable to the discharge of pollutants permitted by law. The site selection of new pollution sources and management of existing pollution sources in special protected areas should comply with relevant requirements of such laws, regulations and rules as the Law of the People's Republic of China on the Prevention and Control of Air Pollution, Law of the People's Republic of China on the Prevention and Control of Water Pollution, Law of the People's Republic of China on the Protection of Marine Environment, Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution and Law of the People's Republic of China on Environmental Impact Assessment. The requirements for the control of water pollutants stipulated by the current standard are applicable to the discharge of water pollutants to water environment bodies by enterprises. When an enterprise is discharging waste water into the urban drainage system of cities or towns with sewage treatment plants, the control limit of water pollutants is subject to the consultation between the enterprise and urban sewage treatment plant based on its capacity or shall comply with relevant standard and report to local competent environmental protection department for file. Urban sewage treatment plant should ensure that the discharged pollutants meeting relevant discharge limit. In case that a construction project is going to discharge its waste water into the urban drainage system of a city or town with sewage treatment facilities, the construction unit and urban sewage treatment plant shall comply with the previous provisions. The discharge of water pollutants of sugar-making enterprises shall comply with the provisions of the current standard since the date of its implementation and no longer comply with relevant requirements of Integrated Wastewater Discharge Standard (GB 8978-1996). The current standard is issued for the first time in China.
