Professor Huang Runqiu, Han Nationality, was born in Changsha, Hunan Province in August 1963. He is a member of the Jiusan Society and holds a PhD degree in engineering.
He started his education in the Hydrology Department of the Chengdu Institute of Geology (currently known as the Chengdu University of Technology) in September 1979. Upon graduation with a PhD degree in September 1988, he started working in the Chengdu University of Technology, successively as Assistant to the President, Dean of the Hydrology Department, and Dean of the College of Environment and Civil Engineering. In November 1997 he was elected Vice Chairman of the Sichuan Provincial Committee of the Jiusan Society. In November 2001, he was appointed Vice President of the Chengdu University of Technology and Director of the State Key Laboratory of Geo-hazard Prevention and Geo-environment Protection. He was elected Chairman of the Sichuan Provincial Committee of Jiusan Society in May 2007, and Standing Committee Member of the Central Committee of Jiusan Society in December 2007. In January 2008, he was elected Vice Chairman of the Sichuan Committee of the Chinese People's Political Consultative Conference (CPPCC). In January 2014, he was elected Vice Chairman of the Standing Committee of the Sichuan Provincial People's Congress. In March 2016, he was appointed Vice Minister of the Ministry of Environmental Protection. In December 2017, he was elected Vice Chairman of the 14th Central Committee of Jiusan Society. He was a member of the 9th, the 10th, and the 11th CPPCC National Committee. He is a deputy to the 12th National People’s Congress.
