Liu Hua, Han Nationality, born in Beijing in October 1959, with native place in Yuncheng County, Shandong Province. He is a member of the Chinese Communist Party. He is a postgraduate with a doctor's degree in Engineering and a researcher fellow. He received his bachelor's degree from National University of Defense Technology in the major of Nuclear Radiation Physics in 1982 and his master's degree from China Institute of Atomic Energy in the major of Radiation Protection and Nuclear Safety in 1987.

He started his career in August 1982 and worked successively in the Ninth Institute of the Ministry of Nuclear Industry, National Nuclear Safety Administration, Chinese Embassy in the United States and Nuclear Safety Center of State Scientific and Technological Commission (SSTC), where he served as Principal Staff Member with the National Nuclear Safety Administration, Second Secretary with the Chinese Embassy in the United States, and Deputy Director and Director with the SSTC Nuclear Safety Center. In January 1999, he was appointed the Deputy Director General of the Nuclear and Radiation Safety Center of the State Environmental Protection Administration. In July 2001, he served as the Deputy Director General of the Department of Nuclear Safety Management and then as the Director General in April 2007. In November 2011, he served as the Director General of the Department of Nuclear Facility Safety Regulation, Ministry of Environmental Protection. In May 2013, he was appointed the Chief Engineer of Nuclear Safety of Ministry of Environmental Protection. In December 2016, he was appointed Vice Minister and a Leading Party Member of Ministry of Environmental Protection, and the Administrator of National Nuclear Safety Administration.
