Wu Haiying, Han Nationality, was born in February 1967 in Yiwu, Zhejiang Province. She joined the Communist Party of China (CPC) in May 1985. She holds a Master’s degree of Business Administration.

Starting from September 1985, she majored in CPC History in the Renmin University of China. In July 1989, she started her career in the Party Committee of Beijing-based Organizations of the Chinese Academy of Sciences, and was appointed Deputy Director and then Director of the Department of Organization. In September 2000, she was transferred to the Working Committee of Organs Directly under the State Council of the CPC Central Committee, as Director of Division Ⅱ, and then, Deputy Director General, in the Department of Organization. From December 2007, she successively held the posts of Secretary of the Chinese Communist Youth League Affairs of Organs Directly under the State Council, Chairperson (Director General Level) of the All-China Youth Federation (ACYF) Affairs of Organs Directly under the State Council, and Deputy Secretary of the Discipline Inspection of Organs Directly under the State Council (From August 2010 to July 2012, she served a temporary position as a member of the Standing Committee of the CPC Tangshan Municipal Committee and Vice Mayor of the Tangshan Municipal Government in the Hebei Province. From March 2012 to January 2014, she was enrolled in a part-time on-the-job EMBA program in the Tsinghua University). In October 2016 she was appointed Executive Deputy Secretary of the Party Committee of the Departments under the Central Commission for Discipline Inspection of the CPC. In May 2017, she was appointed Head of Discipline Inspection Group of the Central Commission for Discipline Inspection of the CPC at the Ministry of Environmental Protection (MEP), and as a member of the Leading Party Members’ Group of MEP.
